How to prevent HTTP2_Abuser "reason code L" blocks?

I'm having an issue with IPs being blocked for Reason Code L. The description in the error_log is "HTTP2_Abuser, block".

How do I prevent these blocks from happening? I've tried setting "Block Bad Request" to "No" but that didn't stop them.

These are normal users being blocked. They're not bots. I'm on the latest LSWS 6.3.1. Thank you

Do you have details on the URL that is being hit triggering this block? If you can reproduce this issue please open a support ticket and submit server access so we can check what may be happening.
