Figured it out, permissions on /usr/local/lsws were off.

root@xx [/usr/local]# ls -al | grep lsws
drwx------ 15 root root 4096 Apr 4 20:24 lsws/
root@xx [/usr/local]# chmod 755 lsws
root@xx [/usr/local]# ls -al | grep lsws
drwxr-xr-x 15 root root 4096 Apr 4 20:24 lsws/

Now it works. These are brand new servers, can you double check your install scripts to make sure it's setting the correct permissions?
