Cache TTL on External files

I am doing some speed test at GTMetrix but they always buggin me that i need to add Cache TTL on static external files ? but how?
example:
https://static.sooqr.com/global/javascript/sooqr-core.v4.js
is this even possible?

Cache-Control for external files can't be controlled.
