Clear all caches serverwide?

Is there a reccomended way to clear all the caches on the server without just wiping the directories? We had to reinstall litespeed and it appears the old cache files are not adhering to the TTL. I know we can do so using the "clear cache" in each users cPanel, but I cannt seem to find one to clear all the account.

Purge not delete stored cache files. only clear cache index.
stored cache files deleted only after TTL expired.
or after create new version of cache file.

We had to reinstall litespeed and it appears the old cache files

old cache files not present in new cache index file.
and that's why you need only manually to clear cache folder with old cache files.
