creat new vhost and limit speed just for one user

Hello
i want limit speed for a user host, so i created a virtual host, but my new virtual host dont work and still i see public configuration work for same user,

my configuration for new Vhost is below image

and

also i make restart lsws
how i can start using this vhost?
Note: i just create Vhost and config myself speed limitation, now what i must do for run this virtualhost?
Please help me about that.

add listener to vhost mapping for that vhost, so when a request for that vhost coming in, server will dispatch that request to the target vhost.
