How to decrease server cpu load

Hello dudes, I have a dedicated server with 8 core CPU.
From some days my server CPU load is almost 7-8-9 ,
I want to know how to decrease it , I am using LiteSpeed webserver.
Is there any Configuration from which I can decrease load ?
If I set CPU Affinity to 1 then will it decrease load?

In WebAdmin check PHP Handler Defaults > Max Connections in PHP Tab. For 8 core CPU setting should be ~ 35 - 40. Maybe it helps....
