just wanted to verify this would even be doable (e.g. all these options are supported for rules above) using litespeed version of modsecurity

Yes, it should work. LSWS supports modsec collection operations.
Just Litespeed modsecurity engine does not write the collection data to disk, so it wont be retained after restarting LSWS.
