Memory Soft Limit - I need more detailed definitions

We have a "Memory Soft Limit (bytes)" setting here. Could you please clarify to me this option?
Is this option for setting the total available RAM usage for the complete processes of this specific EXTERNAL APPLICATION which contains all of it child processes and ...

Or it is for setting Memory limit for each child php process of the external application which are forked?

Please kindly describe this parameter is details for me.
