Problem regarding Websites With Separate Mobile Versions

I referred to following article to setup a magento website which uses user agent exception method to develop mobile version theme.

I configured everything as described on the article.
However, It doesn't seem to have effect with Cache-Control:vary=ismobile and I can see mobile version website on desktop.
Any help would be appreciated !

Yes , I confirm that the rewrite rules are matching backend mobile detection exactly.

I read the wiki page, since only 1 line of RewriteCond, the last rewrite flag [NC,OR] should change to [NC]
not sure if this will affect the final result.

2. to determine if a device is mobile or desktop can be very difficult or very complex logic.
when you say

I can see mobile version website on desktop

have you confirmed manually your user-agent match the rewirtecond ?
