Securing Servers

Hello,
i wanted to know how can i secure a server which is handled by LiteSpeed?
i want this things :
1 . I want most of Shell Scripts does ot run and see a 501 Error
2 . I want that no one can access through one account to another account with a Shell Script like C99
3 . i want enable Open_Base_dire restriction
4 . can u pleae give me a list of most dangerouse PHP functions which are used in Shell Scripts?
5 . i wanna disable php.ini configs bypass, (hackers can bypass php.ini rules by adding sopme rules in httaccess or having a php.ini file in their home directory)

User can only override less important configuration via .htaccess with php_value just like with mod_php.
php.ini in user's home directory does not work.
