security settings suggestions

ok, call me dumb or whatever but I really dont know how many static or dynamic requests and average user usually does.
I seen in one thread george reccomending a guy with a busy site 1 dynamic request per second. I tried this setting on a vbulletin forum under ddos and it did well.

But liek a server wide setting for hosting server with lots of busy sites but nothing the hardware cant handle. What would be some good settings for these 2?

Now I have max dynamic set to 5 and static set to 10-20.

I need settings that wont hinder normal usage yet block malicious connections.

Yes, you can use higher limit for the dynamic requests if the server can handle. But I do recommend using 1 or 2 for site getting DDoS attack.
