Throttling disabled but out speed is 40KB

Hi,

I have double checked all the settings which I could find but litespeed is keeping throttling outgoing speed at 40KB. Any advice is appreciated.

Think I've found the reason. I see this issue only when I got my admin panel open. When I close cp speed increases.

I have a related issue. I'm trying to throttle outgoing speed. Server setting for throttling aren't set. On a vhost level I'm putting 4KB as a test but seems that this parameter is ignored. When I'm putting 4kb for a whole sever then it's working. Any suggestions?

throttling is only enabled when serve level configuration is set.
You can set server level throttling to a large number, then lower it at vhost level if need.
