LiteSpeed cache doesn't cache vidio file by design. It is just served from the server directly as fastest speed. No need to cache such files. If you mean browser cache, it is different than lscache. You can set such directives in .htaccess on your server as the same way as apache.

But Lightspeed Cache does permit setting browser cache settings for other static files. Is there a best practice (perhaps using other tools or setting .htaccess) for small video files? Just looking to keep Google happy.
LiteSpeed cache won't prevent your browser cache settings for any static files. Browser cache is not part of lscache, hence you may just google it for best practice, it should be the same as apache.
