503 Service Unavailable?

It can't be done from the Joomla control panel, only the server administrator will have access to login to the Litespeed panel.

503 on all PHP files (LSWS 4.0.11, Ubuntu 9.10)

What version of Litespeed are you using? This was common in earlier versions but since upgrading we have seen no 503 errors.

For years, I have used litespeed on my VPS running an earlier version of Ubuntu. I'm trying to create a test environment on my local ubuntu 9.10 box. I installed litespeed no problem. The Control Panel for litespeed works fine (which is running PHP). I can see all the .html files on my virtual hosts. But I get the following on all .php files:

503 Service Unavailable
The server is temporarily busy, try again later!​

Is this an iptable thing? I have uninstalled my firewall while troubleshooting and still get the same problem. Any direction towards where I might go next is appreciated.
