I just briefly looked at Matamo, I'm not sure I can run that on my shared server? I thought I'm not allowed to add any software?

memcached must be enabled in cPanel settings -> Select PHP Version -> Options Tab. This setting is PHP version related, so whenever you change PHP version you have to set it again for the current PHP version.

telnet localhost 11211

Trying ::1...
telnet: connect to address ::1: Connection refused
Trying 127.0.0.1...
telnet: connect to address 127.0.0.1: Connection refused

memcache and memcached is checked
no matter for OpenLiteSpeed or Opencart

you must have https://www.litespeedtech.com/open-source/litespeed-memcached

or special modules for Opencart.

Opencart can use memcached for:
- file cache (need module activate)
- session cache (need module activate)
- DB cache (need module activate)

same as Redis.

first you must check enabled and support OPCache for cache php files! this more preferred!

for example I use:
- memcached for DB cache
- redis for file and session cache

No matter if memcached is running or not, whenever a page is cached, there is no other functions (cache) available. A cached page is pure plain txt(HTML.)
